Why Is The Title for Land Not In The Owner's Name?

I have something that is really puzzling me and I cannot seem to find an answer or anything relatively close to an answer. If there is a valuation number for land in someone's name why wouldn't there be a title on file in this person's name. I know this land belonged to this individual but no luck finding a title for said land in anyone's name.

Greetings to you in Florida from Jamaica! Thank you for stopping by the website and for your question. You really do have a puzzle but guess what, all puzzles can be solved!
Today I will be more than happy to help you solve the puzzle or the mystery of the missing land title.
You have indicated that there is a land valuation number for the land you are referring to in the name of someone you know. However, based on your research, there is no title available for this land in the person’s name or in anyone else’s name. You are also confident that the person you know is the owner of the land. I can only think of two possible reasons why this may be so and I will share these with you.
- No Application For Land Title Was Done. You must know that it is quite possible that the owner of the land did not apply for a land title. Having a land valuation number in the person’s name does not automatically mean that a title is available. It does mean that there was a survey done on the land and does prove ownership of the land to some extent along with other supporting documents, but it is just a part of the process to get a registered title.
Therefore, the person that owns this land would have to go through the process of applying for a registered land title. I am not sure if you had checked with the Titles Office or the National Land Agency in your search but these would have been the best places to start. Once there is no title for this land in anyone’s name, the person you know could begin the process by providing all the required documentation. - Incomplete Application Process. Secondly, if an application for the land title was actually initiated by the person you know, it is also quite possible that the process was never completed and would therefore definitely need a follow-up. As such, no title would exist unless the process is completed.
Outside of these two reasons I can’t think of any other possible reason why a title would not exist. So Lisa, mystery solved!
My advise to you and your friend is to get the process started as quickly as possible once you have double-checked with the National Land Agency.
